Guru camp 1:  The IMF holds all the cards and will tell Iraq when
to RV or change the rate.  It's out of Iraq's hands, period.

Guru camp 2:  The IMF can't tell Iraq what to do with it's
currency.  Iraq can do with it's currency what it wants.

So...

Which is it? 

Which thought is right?

The fate of our dinar is held in the balance....
